Breathe, a new pilot initiative from the Los Angeles County Department of Public Works aims to provide citizens a sense of financial security so they may “breathe better.” Breathe is a three-year, $1,000-per-month guaranteed income trial program for 1,000 qualified people. In addition to studying the impacts of this sort of program on participants’ economic stability and general health and well-being, the County and other jurisdictions will benefit from this independent research initiative, which will be utilized to analyze the consequences of this program.

How to apply for Breathe LA county Guaranteed income program?

To be considered for the program, you must complete the application on this site between March 31st and April 13th, 2022. During this open enrollment period, the link to apply will be available.

STEP 1: Use the online screening tool to see whether you’re qualified.

STEP 2: Fill out the online survey form if you are eligible.

You may complete the application survey on a computer or on your mobile phone.

LA County Breathe program application Requirements

If you’re interested in participating in this pilot project, you must first satisfy the following criteria:

  1. Minimum age requirement of eighteen
  1. Take up residence at or below the county’s Area Median Household Income (AMI) level in a Los Angeles County neighborhood. 
  1. One-person homes with an AMI of less than or equal to 100 percent of the county average must meet these requirements. In contrast, households with two or more people must meet these requirements, respectively 100 percent and 120 percent of the county average. 
  1. Applicants may not be registered in another county, municipal, or other public or private entity’s Guaranteed Income program at the time of application.

Please note that only one individual from each home will be able to participate in the project.

COVID-19 relief funds are being used to conduct the program with a non-profit organization and the Center for Guaranteed Income Research at the University of Pennsylvania.
